Governor Justice appoints John McHugh as acting Secretary for Department of Administration

CHARLESTON — Governor Jim Justice has appointed John McHugh as the acting Secretary for the Department of Administration, succeeding Mark Scott, who has held the position since 2021.

McHugh recently served as the Deputy Secretary of Administration and Director of the General Services Division. A state employee since 2006, he has garnered extensive experience and held leadership roles in the Real Estate Division, the Right of Way Division, and the Board of Medicine.

He also brings valuable experience from his time with the West Virginia Military Authority’s Construction and Facilities Management Office. McHugh is a licensed West Virginia Contractor.

McHugh earned his law degree from the WVU College of Law and obtained a master’s degree in strategic studies from the United States Army War College. In 2017, he retired from the West Virginia Army National Guard after over 30 years of service, achieving the rank of Colonel.

During his distinguished military career, McHugh commanded the 771st Battalion Troop Command and the 77th Brigade Troop Command. He also served as the State Army Aviation Officer. A veteran of Desert Storm, McHugh was awarded the Air Medal for his exemplary service as a Medevac helicopter pilot.
