West Virginia appoints Susan File as first Statewide Intellectual and Developmental Disability Coordinator

The West Virginia Department of Human Services (DoHS) has appointed Susan File as the state’s first Statewide Intellectual and Developmental Disability (IDD) Coordinator. This new position will focus on addressing both opportunities and barriers to services for individuals with intellectual and developmental disabilities across West Virginia.

“We are thrilled to welcome Susan File to our team,” said Christina Mullins, Deputy Secretary for Mental Health and Substance Use Disorders at DoHS. “Her extensive experience and dedication to behavioral health will be invaluable as we work to enhance services and support for individuals with intellectual and developmental disabilities across the state.”

In her role, File will lead a pilot project aimed at developing community engagement specialists to support community discharge placements. She will continue the implementation of Project ECHO in collaboration with the West Virginia University Center for Excellence in Disabilities, aimed at assisting providers in acquiring new knowledge and skills. File will also ensure alignment with the Department’s mission, values, and statewide goals.

“I am honored to take on this role and look forward to working with the community, providers, and stakeholders to improve and expand services for individuals with intellectual and developmental disabilities in West Virginia,” File stated.

With over 22 years in the behavioral health field, File previously served as a behavioral health program manager for the Office of Inspector General. In this capacity, she supervised state-licensed behavioral health facilities and acted as a liaison among various state health organizations. Most recently, she led File Consulting, LLC, focusing on quality assurance and compliance in behavioral health, and directed a nonprofit licensed behavioral health center.

File, who holds a bachelor’s degree in psychology from West Virginia State University, will report directly to Christina Mullins. She started her role on July 29, 2024.
